Launch Govlong, a business support solution for local governments that supports the standardization of local government systems

WingArc1st Inc will begin offering its business support solution, Govlong on 9 October. Govlong will enable the standardization of local government information systems, digitization of internal information systems, and the provision of services for residents and businesses.

More than 1,700 local governments across the country (*1) use information systems customized for each local government to carry out municipal tasks such as resident records and taxes. System reforms and maintenance require individual responses, which places a heavy burden on costs and staff work. As a result, there is also the challenge of it being difficult to penetrate optimal initiatives to improve resident services across the country. In order to resolve these issues with local government information systems, the government is leading a transition to a standard-compliant system that utilizes a "Government Cloud" by the end of fiscal year 2025. From the perspective of digitalization and digital transformation, there is also a demand to use standardization as an opportunity to restructure areas of data utilization that local governments have been working on individually.

Our products are used by many local governments in the areas of form design, document management, and data utilization, including our report infrastructure solution, SVF, which has held the top market share for over 20 years (*2). Leveraging the strengths of these products, Govlong offers solutions that contribute to streamlining and enhancing local government operations through data standardization and commonality, as well as reducing TCO (*3).

Solution for standardization of local government information systems
We provide EUC (end-user computing) functions that comply with the standardization and commonization of Local Government Information Systems" and offer a variety of solutions that complement business systems in line with the standardization and commonization of data.

Solutions for internal information systems
We provide a multi-vendor electronic approval platform with the aim of achieving paperless document distribution within local governments. We will also gradually provide internal administrative solutions utilizing this electronic approval platform. (Payment infrastructure service scheduled to be available at the end of 2024, public document management service scheduled to be available in 2026)

Services for residents and businesses
Just as we jointly developed the public facility reservation system "Lacrisa" (*4) with Smart Value, we will provide high-quality government services that are highly feasible in the digital society through collaboration with partner companies based on proof-of-concept experiments. WingArc1st will take advantage of the standardization of local government information systems to provide Govlong, aiming to introduce it to approximately 800 local governments by the end of fiscal 2026. Furthermore, through pilot projects with Kitakyushu City and Izumi City, we will expand our business solutions and develop them into competitive solution services for local governments, thereby contributing to the development and sustainability of local governments.
