The Norinchukin Bank builds a form output platform by integrating ServiceNow and SVF Cloud
Supports 18 types of forms in the order management system, with full-scale operation scheduled for November 2026
WingArc1st Inc.
WingArc1st Inc. announces that The Norinchukin Bank has introduced the cloud form service SVF Cloud and built a form output platform that integrates with its business platform, ServiceNow.
To address the challenge of meeting the strict form requirements unique to financial institutions, which emerged while advancing digitalization centered on ServiceNow, The Norinchukin Bank adopted SVF Cloud to build a platform that allows for centralized management of forms while minimizing customization on the ServiceNow side. The forms for the order management system (18 types, 50,000 sheets per year) are scheduled for full-scale operation in November 2026, and the forms for the fund trend system (50 types) are also scheduled for release in April 2027.

■ Background of Introduction
The Norinchukin Bank is a private financial institution whose members (investing organizations) are cooperative organizations of agriculture, forestry, and fisheries, including agricultural cooperatives (JA), fishery cooperatives (JF), forest cooperatives (JForest), and other agriculture, forestry, and fishery businesses. Since its establishment in 1923, it has developed businesses in a wide range of areas, including retail business that supports the operations of JA Bank and JF Marine Bank, financial services for customers involved in agriculture, forestry, fisheries, and food and agriculture value chains, and domestic and international investment and financing.
The bank has been promoting digitalization centered on ServiceNow to improve operational efficiency, business robustness, and profitability. As a result of renewing the workflow system used for internal approvals and various applications to ServiceNow, it has grown into a platform used by approximately 7,000 people across the group, simplifying application and approval processes and improving approval speed.
Meanwhile, as the scope of ServiceNow's application expanded to highly specialized tasks and business areas unique to financial institutions, form output emerged as a new challenge. There are many tasks where form output is a mandatory requirement, such as order management, fund trend management, and investor portals, and accurate placement in designated positions, such as for seals and variable-length addresses, is also required. With the method of individual development and customization for each form on ServiceNow, there were concerns about the burden of initial development as well as customization and continuous maintenance every time business changes occurred, so The Norinchukin Bank decided to separate ServiceNow from the form output mechanism.
As a result of the evaluation, they decided to adopt SVF Cloud, assessing its compatibility with ServiceNow, form expressiveness, ease of development and maintenance, and future scalability.
■ Implementation Benefits
Development of the form system using SVF Cloud began in April 2026. In addition to the ability to develop forms using a GUI and create them efficiently according to formats, the support system, including Japanese documentation and Q&A, was also highly evaluated.
They built a mechanism that uses data entered by users into ServiceNow to output forms linked with other master information via SVF Cloud, and stores them as PDF or Excel files in the contract system or Box. For the order management system, they have established a platform that outputs 18 types of forms at a scale of 50,000 sheets per year, with full-scale operation scheduled for November 2026. They have also prepared a platform that supports the output of 50 types of forms for the fund trend system, with a release scheduled for April 2027.
Even now, by consolidating functions in ServiceNow and integrating with Box, we are seeing improvements in operational efficiency, such as the automation of document storage in Box. SVF Cloud has been operating stably since the PoC stage, and we have created a system that can centrally manage forms and layouts while keeping customization on the ServiceNow side to a minimum.
Furthermore, the Norinchukin Bank Group has accumulated knowledge in business organization, system construction, utilization establishment, and operational improvement through its own introduction and utilization of ServiceNow and Box. We plan to expand this know-how as a business for external parties.
Comment from Mr. Nakagawa of Business Co-Creation Department, The Norinchukin Bank:
"We began initiatives to support the introduction of ServiceNow and Box to external companies in April 2025. Our selling point is that we can work alongside our customers based on our actual experience as a user, not only by providing ServiceNow and Box licenses, but also by assisting with pre-introduction business organization, concept formulation, implementation, and post-introduction utilization and establishment. Because we have actually struggled and gone through trial and error ourselves while advancing DX, we can also share the points where people tend to stumble during implementation and the ingenuity required to establish it in the field. Leveraging this experience, we will continue to aim for our customers' business transformation and the creation of new value, not limited to our own initiatives."

■ Endorsement for this press release
I am truly delighted to see the publication of the case study on the implementation of ServiceNow and SVF Cloud at Norinchukin Bank. I believe that the approach of building a scalable architecture through integration with specialized solutions while minimizing customization of the platform itself should serve as a best practice model for DX promotion in Japanese companies. We will continue to contribute to the DX promotion of our customers in Japan together with WingArc1st.
