Public Facility Reservation System Developed for Municipalities to Accelerate Administrative DX

WingArc1st Inc. and SMARTVALUE have jointly developed a public facility reservation system for municipalities, which will be available from June 2024.
The organizations formed a capital and business alliance in February 2023 to support DX efforts in the public domain. By combining WingArc1st's extensive knowledge and experience in data utilization with Smart Value's channels and sales know-how for local governments, we will provide and expand new services to promote the digitalization of public administration and promote the improvement of productivity and value creation through municipal DX.
As part of this effort, we introduced a public facility reservation system for gymnasiums in Kitakyushu City in November 2022 on a trial basis. The results of the proof of concept showed that over 70% of individual applicants were senior citizens, and approximately 90% of them gave highly positive feedback on the online reservation system (*1). The results of the test will be incorporated into future development of the public facility reservation system for municipalities.

Reservations can be made on a section/event basis. |
Unlike reservations for meeting rooms, gymnasium reservations must be made not only on a first-come, first-served basis, but also by lottery. In addition, the system must be able to handle complex operational systems, such as the need to set up competitions that cannot be held adjacent to each other due to safety considerations, as each competition section has a different size for each event. The public facility reservation system will be flexible in operation, with functions that allow municipalities and facility managers to arbitrarily set reservation conditions, based on know-how gained from demonstration tests conducted. |

Plans to support online payments and authentication with My Number |
Online payment will not be limited to credit cards, but will also include barcode payment. Online payment requires an accurate understanding of the demographics of users, including citizen/non-citizen, students, and the elderly. To achieve this, SMARTVALUE plans to use the technology that it has cultivated through GaaS, an online application platform for local governments, to incorporate an identity authentication function using My Number card. |

Plans to address statistical analysis and form requirements for city staff and facility managers |
Graphical and easy analysis of usage statistics can be performed by integrating with WingArc's BI dashboard, MotionBoard. By linking with SVF, the report infrastructure solution with the No.1 market share (*2), it is planned to support all kinds of report requirements, including the output of forms such as reservation receipt/cancellation forms and facility use permit application forms, as well as linking to workflow systems and document management systems in LGWAN environments. These functions will enable effective utilization of public facilities and further promotion of administrative DX. | Operation in a highly secure cloud environment |
This system will run on the ISMAP-certified SAKURA internet's SAKURA Cloud. SAKURA Cloud is also scheduled to be registered as a government cloud platform by the end of FY2025 (*3), so municipalities that require high security and data availability can use it with confidence. |
Starting with this joint system development, we plan to continue to promote the development of SaaS for municipalities.
